◆Project Background: The Digital Imperative for a Plateau County

• Baqing County, under Nagqu City in the Tibet Autonomous Region, lies in the heart of the northern Tibetan Plateau. Constrained by high altitude, vast distances, and limited infrastructure, traditional government meeting and management models face challenges - long information chains, slow response times, and high coordination costs.
• The "Smart Baqing" project was born to address these challenges. Using information technology to empower government decision-making, enhance administrative efficiency, and modernize county governance, its goal is to build a new benchmark for smart-city construction across the region.

A paperless solution deployed across 7 seats, equipped with 15.6-inch all-in-one terminals featuring built-in microphones and dual-sided nameplates. The system covers the entire meeting workflow digitally - from check-in and document distribution to real-time annotation, electronic voting, and meeting archiving - delivering a complete, secure, and reliable digital loop.
